Shine Wanna Aung Policy and Impact Evaluation Specialist Policy, Impact and Research

Shine Wanna Aung is a regional expert with extensive experience in impact evaluation, public policy analysis, and applied research across Southeast Asia. With a strong foundation in both academic and field-based approaches, Shine supports individuals and organizations to design and evaluate evidence-based programs that improve effectiveness, accountability, impact, and sustainability.

This expertise is built on a solid academic background, as he holds double master's degrees: one in Public Administration from University College London (UCL) and another in Public Policy from the KDI School of Public Policy and Management (Korea). His work reflects a unique combination of policy research, technical program design, and ground-level implementation experience across development sectors.

As part of his consulting portfolio, his expertise covers
